i agree that this sounds nice, my one quibble would be with regards to citizenship. i fear in trying to discriminate against tourists, you’d actually be penalising vulnerable marginalised people who don’t have citizenship in their own country. if the goal is to reduce car use, i think some tourists getting a free ride is worth it
