It is worth noting that the vast majority of people think this is necessary in South Korea. People would actually blame those who try to enter, as they are liabilities to the country. You are expected to not be a burden to others.

It feels double edged sword - rescue missions, geopolitics, hostage situations - can be mostly avoided.It is kinda being a parent that forbids kids from doing stupid stuff … But when those kids are adults, that’s a different question.
I think the parent analogy still works, actually. It’s a bit like Israel’s Hannibal Directive. Even if the individual is at fault, they are able to petition their government and ask for help, which might potentially put the government in a position to make some seriously unfortunate decisions.

And that’s why I’m not totally against the theory. People generally are dumb as rocks - and sane people probably wouldn’t go near to those locations anyway.
Their issue for risky jobs is a different question - and you can’t argue about the point that they need their own people to report news and to do charity and rescue missions. Those are all for the country - first hand info + building goodwill both net positive for them.
