Specifically,
i knew that one row was all greens but had no way of knowing which one it was until i guessed penny was green

Penny must be innocent because of the combination of Edwin’s, Olaf’s and Rose’s clues.
Edwin tells us Gabe is innocent, which means Katie must be innocent (Olaf: Hope has an odd number of innocent neighbours), which means Hope is the coder with exactly 1 criminal neighbour (as per Rose), so Sonia can’t have 1 criminal neighbour, so Penny must be innocent.
