Are there any works exploring possibilities of car-free city? I’d like to learn some articles, novels or video essays about. But I’d like to set limits like: no rubber, no tyres was invented, means no bicycles too, and at the same time using horses become less effective too (for some reason). I don’t have enough imagination, but want to explore only railroad city.

I’d like to know, how emergency services will look. How disabled people will live. Will individual vehicles exist? Or only public transport? And so on.
