Having seen people drive over these, they are designed to flop around for this very reason, but usually don’t stand up to anything faster than walking speed unless they’re brand new.
So I’m sure quite a few didn’t pop back up.
Either way, I’d make them pay for the entire row and use the money to make a more permanent barrier (that’ll never happen in the US)
