I have been thinking about this and I don’t know if he even needs funding. He just tells construction companies to do things without a worry about a budget and if the money never comes they can probably sue for damages anyway.

There is stupid, and there is trust Trump to pay you as a contractor with the backup plan to sue the federal government if it goes bad.
Trump has never knowingly paid in full for any work he’s commissioned. Anyone who takes on work he’s offering should know that in advance.
