Since Iran is considered to be an enemy of the US, that 92 trillion is subtracted off of the US GDP (~30.5 trillion USD), which puts the US in the red.
Therefore, Trump must reduce Iran’s stockpiles of human wealth to get the US GDP to at least break even.

$2 billion isn’t how much it costs to bring them back; it’s how much it costs to bring them back without making any concessions to Iran. There was always the option where they’re brought back through negotiations with Iran, which would’ve cost far less than $2 billion.
